Read the "Characteristics of the American Party System" section of the chapter (page 558).

Take a position: Should the United States have a multiparty system?



As you develop your argument, answer the following questions:

    • Why does the United States have a two-party system? What institutional and legal arrangements would have to be changed to make a multiparty system possible?
    • Are significant voices not being heard because we have a two-party system? If so, whose are they? Are significant issues being ignored because we have a two-party system? If so, what are they?
    • If the United States had a multiparty system, what effect do you think it would have on voter turnout? On the capability of a person to cast an informed vote? On the ability of Congress to pass legislation?
